Law 16/2017 on Climate Change of Catalonia
Catalonia reinforces its climate commitment with Law 16/2017, which promotes decarbonization and energy efficiency, especially in the public sector and among supplying companies. Although it currently does not require private companies to register their carbon footprint, this is expected to change with the new state Royal Decree under consideration, scheduled to come into effect on January 1, 2025.
Who must measure their footprint in Catalonia?
- For now, only public administrations are required to calculate and reduce emissions.
- Many companies supplying the public sector must already demonstrate their commitment to sustainability.
- From 2025, it is expected that numerous private companies will also be required, especially those with high environmental impact.
Anticipating has advantages:
- Access to subsidies and public contracts
- Savings in energy costs through efficiency
- Improved corporate image and preparation for future obligations
Notable measures and incentives in Catalonia:
- New State Royal Decree (under consideration):
- Mandatory calculation of the carbon footprint
- Registration in the Spanish Office for Climate Change
- Mandatory reduction plan with external verification
- Sustainable mobility plan:
- Electrification of 90% of the public fleet by 2030
- 45,000 electric charging points
- Direct impact on the transport and logistics sector
- Renewable energies and energy efficiency:
- Subsidies for solar self-consumption
- Support for industries reducing their consumption
- Promotion of green hydrogen and clean fuels
Key steps to prepare:
- Assess your carbon footprint
- Design an emissions reduction plan
- Commit to efficiency and sustainable mobility
- Adapt to the state and Catalan framework
What happens if you don't prepare?
- Risk of being excluded from tenders and aid
- Loss of competitiveness against more sustainable companies
- Higher operating costs due to lack of efficiency
Although not yet mandatory for all companies, Law 16/2017 is a clear opportunity to differentiate, optimize resources, and prepare for future requirements of the state legal framework.
