Law 8/2018 on Measures against Climate Change in Andalusia

Andalucía promotes sustainability and energy efficiency through Law 8/2018, which establishes the obligation to calculate and register the carbon footprint in certain cases. Compliance with this law positions companies as responsible actors regarding climate change and allows them access to economic and administrative benefits.

Who is obligated in Andalucía?

  • Companies with high energy consumption
    • Criterion: Consumption exceeding 1 GWh/year
    • Obligation: Registration in the Andalusian Emissions Compensation System (SACE)
    • Examples: manufacturing industries, large retailers, factories.

  • Contractors of the Public Administration
    • Criterion: Participation in public tenders with the Junta de Andalucía
    • Obligation: Evaluate the carbon footprint of products and services offered
    • Effective since January 15, 2021

Key steps to comply with the law:

  1. Calculate the carbon footprint
  2. Register emissions in the SACE system
  3. Evaluate the impact on products and services offered to the Administration
  4. Apply for available aid and subsidies

Has the law been updated?
There have been no substantial modifications since its approval. However, the Junta is developing complementary plans, so it is recommended to stay informed about future updates.

  • Funding for the calculation and registration of carbon footprint
  • Aid for energy efficiency and renewable energies
  • Support for modernizing sustainable transport fleets
  • Programs managed by the Andalusian Energy Agency and MITECO
