Climate Change and Energy Transition Law
Law 7/2021, dated May 20, on Climate Change and Energy Transition, establishes the legal framework in Spain to facilitate the transition to a low-carbon economy, adapt to the impacts of climate change, and promote a sustainable development model.
Main objectives for 2030:
- Reduce greenhouse gas emissions by at least 23% compared to 1990.
- Achieve a 42% share of renewable energies in final energy consumption.
- Ensure that at least 74% of electricity generation comes from renewable sources.
- Improve energy efficiency to reduce primary energy consumption by 39.5%.
Long-term goal (2050):
- Achieve climate neutrality, with a 100% renewable electricity system.
Highlighted measures:
- Prohibition of new hydrocarbon explorations throughout the national territory.
- By 2040, all new passenger cars and commercial vehicles must have zero direct emissions.
- Municipalities with more than 50,000 inhabitants must establish Low Emission Zones (LEZ).
- Obligation to install electric vehicle charging infrastructure in service stations and non-residential buildings with more than 20 parking spaces.
