Foral Law 4/2022 on Climate Change and Energy Transition of Navarre

Navarre advances towards a low-carbon economy with Foral Law 4/2022, which establishes the obligation to measure, register, and reduce greenhouse gas emissions. This law applies to different productive sectors and is complemented by aid to promote energy efficiency and renewable energies.

Who must calculate their footprint in Navarre?

  • Large and medium-sized enterprises: according to size requirements.
  • Agricultural and livestock farms: more than 800 LSU or 800 ha (CNAE 01).
  • Large shopping centers and retailers (CNAE 47).
  • Transport companies with more than 10 vehicles (CNAE 49, 50, 51).

Deadline to comply:
Obligated entities have two years from the entry into force of the law to submit their carbon footprint.

  3. Register emissions with the competent body
