General Law on Climate Change (LGCC)

The LGCC is Mexico’s framework legislation to address climate change. It sets the foundations for reducing greenhouse gas (GHG) emissions, promoting adaptation, and transitioning toward a low-carbon economy. It applies at the federal, state, and municipal levels and encourages participation from all sectors.

The General Law on Climate Change (LGCC), published in the Official Journal of the Federation on June 6, 2012, is the main regulation in Mexico for addressing the effects of climate change. Its objective is to regulate GHG emissions and establish public policies for adaptation, involving the public, private, and social sectors.

Its key pillars include:

  • The creation of the National Climate Change System (SINACC), which coordinates actions among different levels of government.
  • The National Emissions Registry (RENE), which requires companies from certain sectors to report their emissions.
  • The promotion of mitigation and adaptation strategies across all economic sectors.
  • The coordination of responsibilities between the Federation, States, and Municipalities to implement climate action plans.

This law also encourages long-term planning to reduce emissions, promotes energy transition, and integrates climate change into the national development agenda.
