The NOM-163-SEMARNAT-ENER-SCFI-2013 is an Official Mexican Standard that sets the maximum allowable limits of carbon dioxide (CO2) emissions for new motor vehicles with a gross vehicle weight of up to 3,857 kg. Its goal is to reduce greenhouse gas emissions and improve fuel efficiency in transportation.

Who does it apply to?
This standard is mandatory for corporations that sell new light vehicles in Mexico. It exempts those selling fewer than 500 units per model year.

What does it regulate?
NOM-163 establishes the methods to calculate:

  • The corporate average CO2 emissions, expressed in grams per kilometer (g CO2/km).
  • Its equivalent in kilometers per liter (km/l) of fuel efficiency.

Applies to vehicles powered by gasoline or diesel, specifically for model years 2014 to 2016.

2023 Update: NOM-163-SEMARNAT-SCFI-2023
Published in early 2024, this version introduces:

  • Stricter emission limits through model year 2028.
  • Credits for clean technologies, mechanisms for offsetting and credit trading among corporations.
  • Clearer rules for compliance evaluation.

This update aims to align Mexican regulation with international standards and strengthen Mexico’s climate commitments under the Paris Agreement.
